cws error Could not retrieve the database version information

Hello All,

I am in the middle of upgrading CS10.5 to CS16.2.4. We are using cws Java web services to integrate CS with our custom App. After upgraded to CS16, our App sometimes doesn't work properly when retrieving documents from CS. I went to Tomcat server, which is used to host cws, found following error message in the cws log file:

Livelink error occurred
  Status: -2147482645
  Error Code: Could not retrieve the database version information.
  Error Message: Could not retrieve the database version information.
  ApiError: 
 

Any one has idea what this error means?

I found more info about this error. it occured when cws is trying to authenticate a user, in our case it is Admin user.
