Updating WF Form Data

I've been able to update the form data on a workflow by getting the workflow service client, modifying the form data, and then running an "UpdateWorkItemData" at the end.  Is it possible to update form data on a workflow that's already moved passed the user assignment?  I have a form text field that I want to update, regardless of the step that the workflow currently resides at, but I am not sure what update I can call to modify the value? This fails because the work item has already moved on:

            WorkflowServiceClient wfsc = new WorkflowServiceClient();
            ApplicationData[] wfData;

            wfData = wfsc.GetWorkItemData(ref otAuth, workflowID, workflowID, 4);

            FormData wfFormData = new FormData();
            wfFormData = ((FormData)(wfData[3]));
            FormDataInstance[] fdList = wfFormData.Forms;

            //other stuff happens here to update the attribute...

            //the package gets updated here (of course if the step is assigned to the user only)

            wfsc.UpdateWorkItemData(ref otAuth, workflowID, subworkflowID, activityID, wfData);
