Smart View function menu

I've created a custom function menu for documents in Smart View.

Function menu opens external URL address and passes document Id as a parameter. This works fine.

I'd like to have URL address configurable. Currently it is hardcoded.

Where could I store this URL address as a config? Module ini file? Database (kini etc)?

Most important - how can I access this property within javascript code?
