Hiya - previous cases of this have been caused by an alternate libssl DLL getting picked up by the sever. Specifically the version of libssl that's getting picked up by the environment is older than what we need.
Typically this has come from either Cygwin or OpenSSL being installed on the box running CSIDE. Although I'm (obviously) not 100% on your specific case: I'd guess this is what we are looking at here. Assuming that's the case: I recommend removing anything that might be the cause to see if this resolves.
Note that running CSIDE & other applications that make use of SSL is (obviously) allowed, so if removing this isn't an option: information on troubleshooting these type of things can be found @ https://docs.microsoft.com/en-us/windows/win32/dlls/dynamic-link-library-search-order .
