Opentext Deleted=1 Items for users

Hi Experts,

In opentext we are getting duplicate member ID's, so that users face access issue when they trying to perform activities in opentext. since we find the member ID's in Database it shows duplicate ID's where deleted = 1 and deleted =0 so that users are facing access issues and applications are getting integration issues. Please help us why this kind of duplication happens.
