Migrate Archive Center archive from one Archive Center cluster to other

Hello Experts,

We are having a 3 node Archive Center cluster on two different environments (an On-Prem and an Azure Cloud). We are planning to consolidate and as the first step, we would like to move the Archives from On Prem system to Azure Cloud. These Archives are repositories. I would like to understand the following.

1. Possibility of moving archives from one Archive Center environment to the other in 16.2
2. Is it possible from the default volume migration or do we need to customize or use any third party tools.
3. Any other points we need to consider during the migration

Any information would be really helpful.
