You can download files by two ways

You can create a WR wrapper and write REST API code to do the download this is probably the easiest and cleaner and frankly you are just using the WR as a HTML wrapper. developer. OpenText.com

Note the above implementation is Oscript s and sometime on cloud solution it may be prohibited to run your custom tags
