Install OTDS 25.3 (Error: 404: error)

I have a install :

Tomcat 10.1
Java SE Development Kit 20.0.2
OpenText Directory Services 25.3

Then open /otds-admin/ is error:

Error: 404: error

What did I do wrong? Possibly incorrect software?
