failure on GMS after gw Update to 5.4

I updated my Groupwise from 25.2 to 25.4 GW istself as GWWEB runs fine but but GMS

shows "Cannot connect to GroupWise administration to verify license. Resolve connection issues within 28 days to avoid service interruption." in admin console. restored to before upgrade, from last back up evening before upgrade got the same message. need help.
