ALM Failure When Deploying Application to OpenText Thrust Services

I am currently working with the Advanced Workflows of Core Content, which are managed through the OpenText extension in Visual Studio Code. I have followed the tutorial extensively and have created everything (workflows, etc.):

Now, I have reached the deployment step. To deploy, I first need to link the project using “Add App.” However, I keep encountering the following error message:
“ALM Failure Reason: Could not create application in the Developer Cloud. Reason [The user has created more apps than allowed].”

I have no idea what exactly this means or what I am supposed to do to fix it. Does it imply that we have reached the maximum number of allowed apps/subscriptions on our Core Content account?
I have tried to understand the issue and how to resolve it, but I am still unsure about the next steps.

Ok, re-reading your problem statement I see you want to extend Core Content (use Advanced Workflows in Core Content).
For that you need to create an extension project and then an Extention App.
As we see in your screenshot you have a number of Extension Apps available in the organization.

The VS Code tutorial you have followed is a good guide to develop a standalone application.
To create an extension app for Core Content you now best can follow the Advanced Workflow Extension Guide
There it is mentioned how to create an Application Extension Project:

And then Add an App Extension, which then can be used to deploy the project.

Please try that and let me know if you still get the error that you can't create any more apps.

The error 'The user has created more apps than allowed' indeed means that you can not create another app in you organization.
Open Admin Center for your organization (see https://developer.opentext.com/cloud-platform/products/ocp/documentation/application-administration)
then navigate to App management → Apps. Delete one that you don't use anymore.

I have already deleted an existing app via the Admin Center, but unfortunately, the error still persists. I’m still getting the same message:
"ALM Failure Reason: Could not create application in the Developer Cloud. Reason [The user has created more apps than allowed]."
Is there perhaps another limitation I might be missing?
Appreciate any further guidance!

Can you check the Plan metrics in your organization (Plan management → Plan metrics) and see how many remaining app Standalone Apps you have?

I just checked, but surprisingly, the standalone apps are not being displayed in the Admin Center.
I'm not sure why they're not showing up. Is there another place I should be looking?

I followed your instructions and switched from creating a standalone app to setting up an extension app as described in the Advanced Workflow Extension Guide.
