Promote issue after Documentum Migration

Experts,

We have migrated 6.7 SP2 Solaris Box to 16.4 Linux Box but after that we are getting error while promoting the newly created document :
We are getting error : [DM_POLICY_E_ERROR_1600]error: "The User Actions Proc failed. Details:myCFO: Could not resolve ACL for the document.

I have checked with permission and all acl are perfect but issue with newly created document only after migration, previously created document i am able to promote but not for new one.

    Did you change the owner of the repository? Cannot resolve ACL...typically happens when the owner of the ACL changes. This can happen if system ACL is no longer the repository owner.
