moving a field into or out of a Panel removes it from the 'visibility depends on' list
If you drag a field into or out of a panel, it is no longer listed in the visibility depends on list' All such dependencies are alos lost. Saving, closing and reopening brings it back, but minus the selected dependencies. This is in 9.1.2.2
